The 2019 and 2020 Guidance Project on the Reporting of Recycling Operating Volume for the Responsible Enterprises of the Recycling Management Fund

This project was implemented from January 1, 2019 to December 31, 2020. Based on the statistics of material categories, this project has assisted the Environmental Protection Administration, Executive Yuan to review and guide 39,663 responsible enterprises in registration, reporting, and fee payment. A total of 14,557 cases of first-time registration, change of registration, nullification of registration, and annual reporting were reviewed, counseled, and documented. This project assisted responsible enterprises in supplementary reporting and fee payment. According to the statistics of business administration number (excluding the repeated ones) collected from the 5th period in 2018 to the 4th period in 2020, a total of 45,138 responsible enterprises completed supplementary reporting, and 9,138 responsible enterprises paid NT$166.37 million for compensatory fees. This project also examined 2,115 suspected unregistered enterprises (in which 1,627 should have registered) and assisted 1,390 enterprises in completing registration. The registration rate was 85.43%. After counseling, the amount of compensatory fee reached more than NT$36.68 million. This project team continued to review and refine the management practices of responsible enterprises, as well as updated the standard operating procedures for auditing and counseling services. The project team also implemented numerous measures, including conducting an inventory on the reporting status of responsible enterprises, tracking anomalous reporting, dormant accounts, enterprises with nullified registration, providing guidance, as well as organizing educational training courses for the project staff. These measures underwent bimonthly internal audits and two external audits to ensure project quality. This project proposed suggestions for system improvement, including integrating and optimizing subsystem functions, planning the improvement system for error detection and fool-proof design, and improving the interface. The project team also submitted a proposal, namely the Project of Establishment and Integration of Novel Functions for the Resource Recycling Management Information System (RRMS), so as to improve the system. To enhance and review the management system of responsible enterprises, in addition to developing complementary measures in response to the new regulations and orders, this project conducted a comprehensive investigation and provided corrected data. These measures were also implemented for the upcoming Ministry of Natural Resources and Environment. The project tasks will be verified and adjusted after the establishment of the Ministry. Based on the amendments of the Waste Disposal Act and other related laws and regulations for responsible enterprises, this project made suggestions for improving the management regulations of responsible enterprises. For planning the modifications on payment verification procedures, this project established complementary measures such as management methods, implementation schedules, and promotion activities. For specific materials, this project analyzed the operating volume and related product trends. To promote operating volume reporting, this project organized 29 seminars for a total of 2,315 participants, and four lectures for local Environmental Protection Departments. This project also conducted 250 on-site consultation (excluding repeated business administration number), made 134,760 telephone consultations, as well as distributed 2,600 procedure manuals, 4,000 self-checking manuals, and 16,000 brochures, so as to assist enterprises in resolving difficulties in reporting processes.
